Although I've seen it done, I don't think you want to be carrying trays of drinks down several steps. One step down to the patio, and another step or two from the patio to the backyard, is acceptable. Any more than that, and you should build a deck, or build a platform under the patio, because you will then have the ability to adjust the height of the deck or patio to the conditions.
The idea is to have a functional space that's also versatile, and that might mean dynamically breaking up your patio space into different areas - e.g., a grilling area, a bar area, and a lounge area.
3. Safety First - Be sure the gas patio heater you choose is carefully engineered for safety. Industry-approved designs feature safety tilt switches, sealed burners, flame controls, electronic ignitions and emergency cut-off valves. No sense in looking good if you aren't safe.
